It reminds me of a photo in an early edition of early edition of Augustine's Laws. It showed a one lane bridge on a two lane portion of the West Virginia Turnpike. Didn't anybody speak up? Were people afraid to point out that this was dumb? Can we think of any other institutions that do equally dumb things and get away with it for decades?
