Thanks to Donald Sensing at One Hand Clapping for reminding me of this Army War College essay: The Origins of the American Military Coup of 2012. I vaguely remembered it after reading that President Bush wishes to expand the role of the military in responding to disasters. Please read Rev. Sensing for a cogent argument against this proposal.
In this case, the Washington Post is right: fix FEMA instead.
Oh, and break the addiction to federal Pork.

My spouse works for FEMA. In that office, the Regional Director was appointed as a reward for his work as a Republican fundraiser. The Division director (recently left for another job) was hired because he was a friend of the R.D. In the final tier, my spouse's manager was hired because he was a pal of the Division director.
This hiring philosophy is what has gutted FEMA. It's easy to blame the top brass, and they DO set the example, but the entire executive structure is very broken and we cannot expect things to be fixed in a month or a year- it will take consistent leadership over a considerable period of time to make the needed changes.
